Other than time-limited trial editions, you're unlikely to find a free version of a commercial program anywhere. (Any free download will certainly be illegal and is highly likely to be infected with something nasty).
Why not use GIMP instead? It's a free (open source) program, modelled on the full version of Photoshop (Photoshop CS), so it's even better than Photoshop Elements:

Hi there Chris been away from the pc for a few days that's why I haven't replied to you sooner.I'm trying to d/load that GIMP prog but all I'm getting is an indication that I'm "connecting" but getting no further.Assuming I get to d/load the prog and it's a lot different to Elements you'll probably hear from me again so thanks in anticipation.
