Desktop Icons

Why do the desktop icons freeze? I can access the internet from the bar at the bottom but none of the icons work. Any ideas? If I close down and restart it's fine, until it happens again!

I'm on an HP 550, Vista. Had a SM, couldn't think of the word Taskbar for the bit at the bottom! On the desktop there are shortcut icons for what I use most, AB for instance, and every so often, when I click on any, they don't open. It still opens what's on the taskbar, the Internet for example and anything I've minimized. Hope this makes more sense.
