Moving Shortcuts

On my desktop I have several shortcuts to various programs which I used to be able to move to different positions by means of click & drag. I have now discovered I can no longer do this, has anyone else experienced this & can suggest how to get situation back again ? TIA.

Sorry should have said I am running Windows seven.
This is for XP. I can't guarantee that it's the same with other versions of Windows:

Right-click on your desktop. Against 'Arrange icons by', click to remove the tick alongside 'Lock Web Items on Desktop'.

Hi Chris, can't see 'Arrange icons by'.
Right click on the desktop, select view and untick auto arrange.
Hi Chris/Ron, on Vista I remember it being under right-click then view then untick auto arrange........i think?!?
Too quick for me CF :o)
As ever, it does make it easier to give the correct answer if the version of windows is known.
