Why does my PC run extremely slow when I am burning DVD's or CD's?

Probably because burning the CD is using all available resources, and anyway, whilst burning a DVD or CD you should not be doing anything else on PC as it can disrupt burning and cause errors on said DVD or CD.

Add more RAM, and maybe a large 2nd hard drive to store the content being burnt to CD/DVD.
