Yes it is.
Firstly, check the back of your machine. Is your monitor socket on a separate card? If so, are there any other sockets on it? (Or post the model of your video card here - go to Control Panel>System>Hardware>Device Manager>Display Adapters to see what it is - if one is fitted). One of the other sockets (if any) is likely to be a composite video out. You can use this to carry the picture and your speaker socket to carry the sound to your TV. You will likely need a suitable length of 3 phono wire, a SCART converter to plug one end into and then plug into your TV and an adapter to allow you to plug the 2 phono plugs carrying the audio into your speaker socket.
