Do all CDs crackle?

It could be your speakers? Try headphones.

It might be the sound card.

I doubt that this is a problem with the CD drive, dust on the discs etc... might cause it to stop tracking but the sound will be either on and good or off, try plugging headphones into the jack on the drive itself and listen to it, if its OK then the problem is most likely to be with your sound card or even just with your loudspeakers or connecting cables.
I'd have guessed it was the cables.

If you play an mp3 on your hard drive, does that crackle too? If not then it'd have to be a cable that the CD Drive relies on.
