The answer is Joe Mercer - his record was P. 7 W. 3. D. 3 L. 1 - A win percentage of 42%

This was second worse to Kevin Keegan whose record was P. 17 W. 7 D. 7 L.4 - A win percentage of 40%

By the way there has been 13 England managers.

Howard Wilkinson & Peter Taylorwere temporary appointments.
Joe Mercer was also England's first CARETAKER manager, May to July 1974, following the resignation of Sir Alf Ramsey and before the appointment of Don Revie.
