I returned from the chemist with my prescription about six minutes later to see I have got a £60 parking fine. I wrote and appealed against fine as I had Diabetes 2, Transverse Myialites Kidneys working at 50% and lungs only working at 66%.I told them that I could back this up with a doctors certificate and the reply was pay up now or it will go up to £80. Is this right

Who is the fine from?
Yes. You need to apply for a blue badge.
Is it a fine or a parking charge? If it was a council/railway parking space then they usually requiere a bue badge to be displayed in a disabled space

Why do you not have a badge?
You are only entitled park in a disabled space if you have a blue badge. If your mobility is significantly impaired you should apply for one.
You don't have the blue badge that entitles you to use that space so you broke the rules. I would suggest that you apply for one so that you can park in disabled bays in the future.
get a blue badge ! if you park in BLUE BADGE parking bay on the public highway without a badge you will get a ticket from a parking attendant if one comes along....

I had to go to appeal ( but then I did have a blue badge and was shoeing it)

I think the test is - was there a badge
and not was the driver ill / disabled....It is pretty obvious I am visually impaired - i walk into things, step on cats etc

( If I forget Badgey then I pay - I dont often forget Badgey)
Is it really a fine, which can only be issued by the council or the police, or it is a private parking charge notice?
If the latter it is just an invoice NOT a fine. Not paying a fine is a criminal offence and it can lead to being jailed for non payment. Not paying an invoice is only a civil matter not criminal.
yes good point from eddie, check that it is actually a fine from a parking warden/plod and not an invoice from a private parking firm. Was the space in a shopping centre type place or on the road?

This was on the public highway .There was a sign about 8 foot high saying "Disabled Parking" What I did not see was a sign saying Blue Badge only which was about two feet from the ground. I did not see this sign as it blocked by the car and did not see it until I came back from the chemist
You have to pay it.
May be a red herring, but I thought I read somewhere that, in certain circumstances (e.g. supermarkets), limiting disabled spaces to Blue Badge holders was discriminatory. For example, some people can suffer short term, but severe disablement and wouldn't qualify for a Blue Badge. When OH suffered a severe leg fracture, we were tempted to use disabled spaces but declined to do so for fear of retribution. I may be totally wrong of course!
Arrods, there has to be some sort of indicator that the person claiming to be disabled is disabled, otherwise it would be free rein for everyone.
