I would've thought you had to be 18, but if my memory serves me correct, SAM FOX appeared on Page 3 of The Sun on her 16th birthday.

The first pics of Sam Fox printed in The Sun were taken when she was 15. But the paper was legally obliged to wait until she was 16 before they could publish the images.

it's definitely 16 cos my friend who was 16 at the time had the offer of becoming a page 3 girl. She turned it down though

At the time you could legally print topless photos from the age of 16. The law changed on 2003. In 1994 they printed regular bikini and lingerie pics of Linsey Dawn McKenzie in a 'countdown' to her 16th birthday reveal! Classy toilet paper.

Sam fox was 16 when hers were first printed as were a number of models but she is regularly listed as the youngest since her photos were sent in by her family and were taken when she was 15.
