Outlook Express is an email client - that is to say it's not an email itself, but allows you to access, send and receive your emails that you have with whichever ISP you use. I have 3 different email accounts set up through Outlook. It is part of the Windows installation and should be in your Start menu somewhere.

Depending on how much computer knowledge you have, you may prefer to use Thunderbird (which is to Outlook as Firefox is to Internet Explorer)
I had a problem using Thunderbird with my BT account. They changed it some months ago. Something to do with verification or something. I didn't really understand, but the setting I needed to have available, wasn't and I had to go back to Outlook Express in the end.
