Not very romantic possibly but how about a National Garden Gift token? They come in various value units and are exchangeable in all the major garden centres.
Alternatively, how about a subscription to a DIY or gardening magazine. There's lots of them you can order over the internet if you Google Magazine subscriptions or similar words.
