Do you mean town/city or shop or shopping centre?  Supermarket, antiques, clothing, electricals?  In terms of variety, value for money, customer service, ease of access, eating facilities, quality of goods on offer?  Plese specify whether you mean any of these, or just the overall experience.
birmingham has got to be the best..its not spread out to much so once you get in the city centre you have everything..and you have china town as an added bonus..and the new bull ring and the markets and rag market are all their in the one area..and as an added bonus you can either stay in the bull ring if its raining ..so you keep dry..but if its warm their are hundreds of shops to explore right outside the bull rinng..

Manchester's hot on its heels though.  The Trafford Centre is VAST and has a huge range of shops and of course is indoor.  We also have the classyness of King Street and the interesting little shops in St Ann's square and the surrounding beautiful little arcades.  We also have the Northern Quarter.  And Affleck's Palace is a hard place to compete with!

No disrespect meant to Brum!

Depends where you live and what you want?  You can't go wrong with London as it has some really cool shops...there are some good little one's around covent garden, you've got your high street ones on Oxford St...then the department stores in Oxford Street...Designer in Bond St etc etc...if you want a shopping centre, bluewater is my fave!
I agree with nuoyg, if you live in the south east then London is the best! I go to bluewater and Oxford st all the time, they have all the shops you could ever need!
The two former posts are right.  Can't beat London for shopping.
Harrod's my dear,I wouldn't dream of shopping anywhere else!
I like Leeds for shopping. Newcastle is also pretty damn good and the metrocentre is not far away......
Glasgow is the UKs second best shopping city outside London
Harvey Nich's, Harrods, Kniightsbridge, Kings Road, Sloane Square, Carnaby Street .... all a gal or guy could ever want!
