The car park I used in Kettering was beside the office where undelivered parcels were picked up. So many folk unwrapped their parcel as they left and threw away the usually grey plastic wrapping with their name and address on. I would collect it, pop it in an envelope and send it to them without a stamp.

I would suggest that the landowner has an excellent case for his defence - he was simply returning property to its rightful owner, having given him the option of collecting his property for himself and deciding not to do so.
I used to occasionally pick up rubbish that somehad dropped and loudly call to them that they had dropped something. They, I hope, were to embarrassed to do anything but take it back.
Two wrongs don't make a right. Think of the poor innocent neighbours. He should have taken the photographic evidence to the Police and let them deal with it.
Polly, they stated in the article that they made sure no damage was done in returning the tires. I'm sure they ensured the neighbours never recieved any of the payload.
