What is the meaning of "end run" in the following sentences? 

President Clinton's eight-year struggle to slow down logging and some recreation in the national forests has been repeatedly thwarted by the Republican Congress. Now in what many see as an end run, the President has proposed an executive order that would ban new roads and forbid maintaining old ones on 43 million acres of national forests.

A term derived from American football, wherein the ball is not carried directly to the center, therefore the strength, of the opposition.  Rather, a feint is made and then the ball carried to what is percieved to be the weaker "end" of the opposing line.  A manuever to achieve ones desired results without beating their head against a stone wall...
