What is the meaning of "ram it through" in the following sentence? 

We're talking about a proposal that impacts 40-50 million acres and they're trying to ram it through in nine months when a simple proposal impact in 100 acres, with a timber sale, can take 2 to 3 years.

Basically they mean that they will push through the proposal as quickly as possible without paying  attention to any opposition.
