Maybe. There are loopholes in relativity that could allow it, but the practicalities would be hard. Easiest one seems to be using an antisense orbit around a large spinning cylinder....
It's my belief that if it were possible at any time, someone from the future would have come back to present time and told us about it by now
If at some time we are going to be able to do this, maybe we'll only be able to go back a few days weeks or years, and it's not bossible for any one to to come as far back as we are because there to far ahead in the future.
Yes. Does time exist? If it does, surely it is possible for it not to exist, if it does not exist then everything is happening at once, somewhere. This can be penetrated with LSD or other similar Psychedelics.
As Douglas Adams once put it, time travel blatantly impossible because if it existed, it would therefore have been discovered at every point in history. And since I haven't seen anyone from the future lately I support this observation. Even if the use of time travel was made illegal, there is no way you could stop people from doing it until the end of time. What if you sent the Earth back in time? What if someone from the future came and assassinated the person who invents time travel before they invented it?! The idea makes for great films but I can't see how it would work.
