A Newton metre?
You need to be more specific in the type of force to be measured. A simple anemometer measures wind force, while an even simpler spring scale measuring weights is also a force measuring device...
wouldnt a spring balance measure most kinds of force ?

A spring balance wouldn't be much use to measure electromotive force Peter!
