What is 'appropriate' depends entirely on time and context.

If, as it appears, this is a UK High Street, then I would say it is appropriate.

If it was a street in Jerusalem, then it would not be appropriate.

You need to narrow your parameters to get an accurate assessment of how appropriate this lady's attire is, or is not.
OK apart from the heels. Don't think shorts and heels go well together.

I don't think so. But, in any case, why shouldn't men wear what they like as well?
It covers all necessary parts.. and personally, I choose what to wear, depending on the occasion- so it may be different, for work, a wedding, a party, etc. But- there isn't a valid reason for somebody else to object.
Appropriate for some places; not appropriate for granny's funeral.

Because I believe people can dress how they like, Andy. Their choice might stop them getting that job, it might get them refused entry to some places but still their choice.

I'm not asking about the appropriateness, or not, I was asking why you think the subject is a man?
On the off chance that OP is reading this, you might want to find other communities than this this one that are more focused on providing the advice and help you're looking for than Answerbank is.
