Just to explain. October is the longest month because it is 31 days +1 hour as we put the clocks back in that month and have the same hour twice.

To be more precise, you should say: If February is the shortest month, what is the longest. Then the answer would be October.
If you said: If May is the shortest.......etc, then September would apply
