This is a trick question. Probably at Blechley Park in the 40's - But it probably predates this by several decades.
The 40's cryptographers were dealing with very advanced substitution cyphers, not factorization

I'd be fairly sure that the ability to factorize large enough integers to use in cryptography wasn't available until computers become powerful enough to do it.

I'd say it was probably the 90's some time.
Whats this doing in adverts anyhow?
