That is a pretty long list; interesting that they are really composers who were born or raised in Russia or the Russian Empire, rather than Russia itself, & so many are from Ukraine, Lithuanian, Estonia etc.

But re. the OP. I think this orchestra far from demonstrating a moral high-ground are actually diminishing the image of 'Wales' by sounding sanctimonious & short-sighted.
The "Little Russian" objection I understand but it is hard to see people thinking this is a calculated slight in 2022.

Sometimes too much knowledge can be unhelpful.

British concert pianist Dame Myra Hess brought music to the masses throughout the Second World War with her morale-raising lunchtime recitals at London’s National Gallery, quite rightly playing German & Austrian & other composers without concern for their nationality.

Not only did it not concern her, but it didn't concern the thousands of British people who attended her recitals & whose spirits were lifted by the music.
