Don't know about vertical poles but on building sites that have overhead cables on site, they will have a red and white horizontal bar at the entrance to the site. The height at which the bar is set will be just below the height of any overhead cables. This will prevent any vehicles that could hit the cables from entering the site.
If you mean why do they wrap red and white tape around scaffold poles, it is to make them more visible and stop people from walking in to them.
it's also usually where the workmen get their hair cut (barbers)
Man-held red and white poles , about a metre and a half in length are used by surveyors, in conjunction with a theodolite to survey the lay of the land. Could this be it?
