Can anyone tell me how to address a letter to the DVLA? since it is an organisation not a person, oh wants to get revoked licence back.

Just put 'Dear Sir or Madam' - that covers all bases and is standard polite letter etiquette.
"Dear Sirs", or simply "Sirs", would also suffice.

It should simply be a matter of form-filling anyway. If the revocation was due to a medical condition, see here:

Why 'Sirs'?
I hope you get better response than my OH who applied 18 weeks ago to have his voational licenses reinstated after a minor medical problem. Application sent and received by tracked mail on 10th May. He has since sent 2 emails asking for updates and been told 'Sorry there is a backlog'. We have just contacted our MP who is writing to Chief Exec at DVLA to see what is going on.

Is this over his eye sight test failure? If so unless he can provide proof that the test was incorrectly administered or the wrong result submitted he stands very little chance.
Buenchico Your link is to reapply for a licence , this is to have a revoked licence returned, are you sure they are the same thing? This poster has reported that he has glaucoma a progressive condition which has effected his peripheral vision and is going to get worse.
OP has asked how to address them.
I would address the 'Dear Sir or Madam' as Andy says.
I assumed, Eddie, that Biccylova's OH wishes to be allowed to drive again (rather what I thought to be the less likely alternative of him simply wanting his revoked licence document back in his possession for some reason).
Where has Biccy said that they have glaucoma?

Detective work is impressive (though likely wrongly applied here) but we don't sit in judgement on other AB members - the question was how to address.

Yes he has been told how to contact them. As Buenchico has said it has to be done on the specific form for your medical condition rather than just by letter.

Who has been asking 'how to cheat the Estermann test' and if there are any lawyers who will take on 'impossible cases' with the DVLA .

When I answer a question I normally look at the questioners profile as it often gives an insight into the problem. In this case I saw Biccylova has an OH who is worried about failing the Estermann test, and I remembered a question about the same test from AB member 'Allen'. The chance of two people both asking on AB about how to get a licence that has been revoked due to failing the Estermann test must be pretty low, I accept it is not impossible though!
But, yes the question has been answered.
