The first one is pure stupidity. The second one is sad.
The second one is understandable with an inexperienced 12-year old (but who the heck let him have the motorbike in the first place) - the first one is criminally insane and should get a lifetime ban IMO.

Where were the parents of the child in the second case ? Are they like the parents on the housing estate where I live, that let their young children ride motorbikes ? Its been happening for weeks now this summer. I have informed the Police and they ride around in their cars but see nothing apparently. I am all for employing the disabled but we must stop employing these blind Policemen.

Probably not, ttt. One was a 12-year-old and if the other had had an accident, four under-2s would have come off worse.

That possibility did come to my mind as well Gromit...there is a touch of the raggle-taggle gypsy boy in the 2nd report

I regularly see kids who can not be over 13 or 14 at most, riding mopeds, 'mini motor bikes ' and quad bikes up and down the street without helmets. Problem is there is never a policeman around and if anyone reports them (which I have done several times) they disappear as soon as the see or hear a police car. I have talked to the police and they say it is hopeless as they have to catch them red handed.
