I have a three year old damson tree which stands about seven feet at present. I wish to keep this tree small...when should I prune the new sprouting branches?

Your plum tree should be pruned during the dormant season, ideally in early spring just before it begins growth activity.  Some leafing can occur but hard pruning, such as renovation of an old tree should not occur during periods of steady growth... Good luck...
