Well, they are, aren't they.

Something like 80% of the people arrested already had criminal records.

So (contrary to what the anti-Tories claimed) ... the riots did not show the strength of feeling against the Government's cuts ...

... it showed a bunch of serial criminals finding an excuse to damage other people's hard earned property.
