The academic quoted in the article, Anthony Glees, is a well-known mouthpiece for the notion that campuses are breeding grounds for terrorism of various kinds, not just Islamist. But he has never presented any compelling evidence for this, seemingly other than some people arrested under the Prevention of Terrorism Act (and who therefore weren't necessarily terrorists) went to university. But he is a readily available and convenient rent-a-mouth for articles like this.
The phrase "it has been claimed" handily sweeps up everything contained in the article and without any actual details of this report, and what the "damning evidence" is, the "it has been claimed" is all we have to go on. If the evidence is damning, the authorities would be acting on it.
The link to overseas income is specious; yes this is income generation for universities but there is absolutely no evidence they are turning a blind eye to terrorist-breeding. And anyway, it's not as though HEIs only ever recruit from Islamic countries, and even Glees's claims relate to various forms of terrorism including animal rights, which wouldn't be affected by overseas recruitment. As usual, the focus falls on Muslims in order to stoke the flames of DM outrage, and job done judging by the predictable spittle-flecked comments below the article. And yay! We even got a "mickey mouse degrees" mention - 10 points on the cliché meter!
