Adobe Premiere Elements has served me well over the last few years, but I've never bought any others to know what they might be like.
Google for "Avidemux" for editing and "Format Factory" for converting files.
Both FREE and I use them both regularly.
I convert video files to MPG and then edit.
Hope this helps.
You'll already have windows movie maker installed, I'd give that a go before trying anything else (depending what version of windows you have it can be pretty good)
I tried windows movie maker but found that it was limited in that you had to convert files and such like. But it did work.
I find that VideoReDo does an excellent job. I use it in conjunction with DVD flick and find it very easy to use.
