How can the school not only permit a teacher to attend school looking like this but put defend that decision?

I've no issue with a trans teacher as long as they dress appropriately. She looks like Kenny Everett's Cupid Stunt.

It was all done in the WORST possible taste.

As you said Barry, would a female teacher...or student...be 'supported' in their choice if they too dressed in the same manner.
In fact, I do wonder what female teachers think of this decision.
Makes a laughing stock of the school.
