I agree with scorpiojo and Davemano- it's definitely 'douter' not 'bowler'.
A candle is wicked - i.e. it has a wick
Should the question come up again for the 'Guide, the answer is Bowler, it crosses over with tattlers, when Bernie posted the original question, she didn't have the answer to 19d which gave her tattLers

Okay if 'sounds likes' don't have to be signposted in RTE- as long as the regulars know the rules/setter's way of thinking that's fine. I should be used to it - I usually for RTE put on a dreadful Irish accent (I started when there was a debt/death clue)

Bowler? Howzat? Bowler makes complete sense now we know the actual clue included a "we hear" at the end. No wonder we were stumped
