It seems an odd clue to me- why the three slashes, I wonder, and why even show the s at the start and finish

ff Agreed , and longgoat is shown as one word and is another name for a longship. Looking at the diagram it certainly resembles the looks of the clue, the slashes being the oars.
Viking longships had oars.
