LOA?

One learning = L

Anagram of On A, gives Loan but why navy sub?

Very few words fit, but cannot figure out how the wordplay works with any of them.

Help appreciated.

If you sub someone, you give them a loan. Not sure about "navy" though.
a sub is a loan; L (learner) + O (on) + A + N

sub: "money in advance on account of wages due at the end of a certain period. Also gen., an advance of money. local."
navy gives the N in loan
and L as in a driver's license "L" is "one learning to steer etc."

I got stuck with anagram (steer) of "on a" , and thought navy was a word that was part of the definition.
