Where did the phrase 'You pays your money, you takes your choice' come from? whenever i hear it it annoys me beyond belief.

Apparently, it originally appeared as the caption to a cartoon in 'Punch' magazine in the 1840s. I don't know what the cartoon showed, but it might have been someone such as a London fairground barker offering punters one ride or another.
