The word 'mare' has been used since the 1300s to make contemptuous reference to a woman and 'dozy' has meant stupid or lazy since the 1600s. Consequently, the phrase 'dozy mare' may be up to 400 years old!

It may be a spoonerism from the song "Marezy-dotes & dozy-dotes" (mares eat oats and does eat oats) etc.
