He was one of Lieutenant George's university chums in Blackadder Goes Forth. I suspect that it was a fictitious name which lampoons the public school tradition of replacing peoples forenames with some suitably ridiculous word such "Ginger" Jones, "Brains" Bennett, "Corker" Jones etc
It was taking the mick out of people with double barrelled names like Chumley- Brown

Further to the above, he was one of Edmund's friends who was so thoroughly Anglicised that it didn't occur to Edmund et al that he was anything but an Englishman who, for no reason they could fathom, had brown skin. He was simply a friend who was ‘strangely brown’. The idea that he could be a foreigner never occurred to them.
