To be fair, I think it's a result of being hammered over the head with the need to always be politically correct.  When someone starts a thought with "to be fair," they're indicating that they've considered all points of view before arriving at their conclusion.

i started saying it a lot after i met some scottish girls who said it constantly. Form then it has passed through my set of friends.

it's like saying - no offense, and then insulting someone - makes you feel better about it
