Minimum amount of candidates for interview..?

My husband applied for a job (which he is fully qualified for) He has also worked with the company in a temporary role before & has an excellent ref and they said they'd employ him again.

The closing date was last Wednesday, but we saw the job advertised again, with the closing date THIS Wednesday... He called and was told that, as they didn't receive enough applications, they were re-advertising. They said the 1st batch of applications have not yet been looked at.

Does a company have to interview a certain amount of people for a role?

I'm just worried that they just don't want him...!
