Not deliberately- for most people. Institutional and subconscious, there is no way of telling. Personally, I find it hard to believe that 100% of the UK, isn't even unintentionally racist.

Oh dear - this report is going to be upsetting for some; I suspect it’s only a matter of time before the author is rubbished, probably for not having the ‘correct’ amount of bias.

I never thought we were. I think we are a very tolerant country. I don’t deny there are some racists but they are very much in the minority.

Perhaps those who do not accept the findings are of this mind because the guy running it is has often been keen in the downplaying of 'institutional racism'?
And it remains to be seen just how many (if any) of the recommendations are actually taken up by the government.
