Agreed douglas, hes a liability and not to be trusted. A cant work out whether he says dumb things because his not the sharpest tool or because his very bright and wants to drop colleagues/rivalls in it
I had the nicest scotch egg I’ve ever tasted when we were in Oban in august, I found it very substantial, but that was probably because it came with a wedges salad and curry sauce :)
Here's the article from yesterday:

I'm sure most publicans will welcome being able to count a Scotch egg as coming within the "substantial meal" rules and good luck to them as they've been treated shabbily by Boris and his crew.
Since salad isn't human food, adding it wouldn't make it any more substantial. That'd just end up in the bin. Maybe three or four scotch eggs on the plate would be ok. Or perhaps with a large pile of chips: maybe baked beans too.
can we stop it with the silliness, we all know what will happen. In the pubs that are really pubs that do food, we'll order some sort of dish and then sit there drinking as normal. If a Scotch egg is on the menu great. If a bag of chips is on there we'll order 1 between all of us and probably not eat it. Doesn't matter what constitutes a substantial meal in reality, it only matters that the joint in question has one on the menu so they can open the kin doors! Get real people.
