Hi,
It depends on how many years you have lived in the council house.

The amount of discount would also depend on whether your property is a flat or a house.

Give your local council a ring or check their website as most councils have info on the scheme on there.
Nothing to do with decoration. They will see how much similar houses in the area have sold for recently, in the same way estate agents do, and base the valuation on that.

If you've recently installed a top end kitchen, wet room, conservatory etc that might increase the value slightly but nice wallpaper and paint doesn't make much of a difference to the value.

Then your discount will be deducted from the valuation.
