Loans and debts. Think of tally sticks ! The moment there's any credit afforded or loan made, both parties have to have some records to avoid problems later. If customers always pay cash or they barter there's no need.

Protoliterate texts are of two sorts:
Liturgy where the words to do the religious rite have tobe word perfect...and

tithes


tallies are OK for 1500s AD.
i am talking about 3000 years before that
Sumer etc


which means I am afraid, protoliterate texts are erm not very interesting
