Haven't these ships owners learned their lesson yet from previous high jackings?

When one sees the size of these tankers, ie the height of the vessel above sea level. How does a small power boat get near enough to enable the crew to scramble aboard the tanker?

Why are these vessels not armed, so as to repel boarders?
