Chambers dictionary says:

torture noun 1 the infliction of severe pain or mental suffering, especially as a punishment or as a means of persuading someone to give information.

More to the point does Condoliza Rice agree with this definition? or does she exclude the mental component? sleep deprivation etc.

had to say it---- very apt question with a monika like that

actions that should not be occuring in the year 2005.

As jake-the-peg refers to, it can take forms other than the aggressive infliction of physical pain, notably by the deprivation of basic human requirements - sleep, food, shelter etc.

ITV's Saturday night schedule.

Well that's kind of what I was refering to in the second part of what I said - the important issue is not our definition but Ms. Rice's.

I don't suppose anybody has heard her clarify the US interpretation in specific terms have they?

torture has to be carried out by a public official or somebody in the same capacity.

It can be an omission as well as an act i.e sleep or food deprivation.

the only defence in this country is if done in a lawful capacity. However as ECHR states we have a blanket ban on torture. It has yet to be tested.

These two sites are fairly useful. One gives the various definitions under international law. The other gives the definition used by the Bush Regime.
