The furore over this is just nuts.

People keep on saying Cummings has broken rules, which is really getting on my tits - it's as though people are wilfully misunderstanding the difference between rules and guidelines.

It minds me on the time when I worked at Corby Benefits Agency. We used to have instructional procedures telling us the steps we had to take. Later they issued procedural guidance.

If we did something wrong, we "hadn't followed the guidance." If the Supervisor hadn't followed the guidance, it was because, "It's only guidance, it's not mandatory."
