It is up to parliament how many hours class as "employed" not the ONS. They simply source statistics.

Who decides how many hour per time frame is classed as "employed" ? Is it the government or the Office for National Statistics?

The ONS record the statistics, but they don't make up the requirements for being classed as "employed" the government does that. The conservative government.

Regardless of the number of hours worked if someone is in paid employment they must be considered employed because they are not 'unemployed'. It's not difficult.

I understand that, but it doesn't bode well when you have employed people earning less than £50 every two weeks and it certainly doesn't help them when trying to access entitlements and it doesn't do anything for the general GDP of the public.
