Canabis induced psychosis is almost certainly from cannabis that has way too much thc % in it. This is one of the problems with black market cannabis. It is also an issue because of the lack of beneficial CBD.
Regarding finances, just look at the profits in Colorado. Once the gov breaks even, the rest of the profit could potentially go straight into our NHS.
The amount of ailments that could be cured with the legalised drug would be large also. That would help the NHS
The amount of prescription drugs that we could stop using as much would be huge.
The amount of police that could stop perusing cannabis crime would be huge.
All of those aspects would add up to government savings.

Danny, in my knowledge as a gardener, leafs are riddled with stalks. In fact, the whole structure of a leaf is stalk.
Although leaf contains THC just like the bud and stalk/stem of the plant.. It is not good to smoke. This THC can be extracted and used in more healthy ways.

Danny, many county's have actually decriminalised cannabis. teesside for example. It is up to the chief of each county how they react and act.
If cannabis was decriminalised across the UK or even legalised, then it would not be only for oils. It would certainly be for flower as well.

I believe,to their shame, Chief Constables have negated their responsibilities with regard to possession and growing the stuff.
As you say it is still illegal but some chiefs have arbitarily instructed their officers to do a Nelson.
This blatant neglect of duty whilst the stuff is still illegal is probably a protest measure against the government for man power shortages and cut backs .
