Maybe do some research on finding even alive people in the sea? Take a look at the RNLI site for starters.

Even in the best of weathers it is darned near impossible, in the winter you can add to that risking the lives of the searchers.

I am sorry for these people but they have to join the many others 'lost at sea' I am afraid.
