If 2 people both have separate comprehensive car insurance,can one borrow the others car?

Not necessarily. My policy allows me to drive any car not owned by me, with 3rd party only cover on that car ie, I could drive your car with your permission but cover would be 3rd party only. You could only drive my car if your policy allowed you to do so. Both drivers will need to have that condition on their policy for you to be able to do that.

Only if the insurance includes 'Driving other cars' Otherwise no.
I should add that the ' other cars' clause also specifies that you are driving with the owner's permission.
And it nearly always specifies that the car you borrow must be insured in its own right (and so comply with the "continuous insurance" legislation).
