I’d call him a propagandist. If he sees something that fits his agenda he’ll regurgitate it without bothering and to hell with the devastating consequences. Reminds me a bit of Donald Trump’s retweeting of EDL stuff in twitter.

It's also a lie. I think spreading news that you don't know is true, is lying. If i got told something about my friend, and then spread it, then i would not say to them "it wasn't a lie, it was fake news" when they questioned why i lied about them.

the term liar is not defined by if the person knows if it's a lie or not. It is the fact he spread lies. Not "fake news" but lies about genuine people who could have been affected (an were) by this.

"ohh he never knew it was a lie" yeah well he had no business doing what he did, especially since it was "fake news" as you would rather say.
