Looking at the description of the MoU then that is correct. I'm unsure why it was thought that it would be Cyprus' responsibility. Best thing the base can do after processing them is, if they are deemed genuine asylum seekers set up a camp, or more likely pay for Cyprus to do it for them; or if deemed economic migrants, to return them to whence they came. And they should renegotiate that MoU since one can not have a gateway to the UK merely by opting to reach a UK military base. The island is still not the UK.
If they landed on Cyprus territory, they would have been Cyprus' responsibility and the 2003 agreement would have covered that.
But they landed on British Territory, so they are our responsibity. Seems pretty clear.
Another case where the Government make a big noise for public consumption, but will quickly pay because they know they have to by law.
I assume the landing beach is part of UK sovereign territory and not belonging to Cyprus. If that is the case "sign it and mine it" so they land on Cypriot territory instead.
They'll be heading for Gibraltar next.
Looks like the DM jumped the gun a bit and worked it's readers up into another mindless lather without waiting to see the outcome (Ooooh I hear you exclaim....how unusual)

Please take a glance at the last paragraph of my answer at 16:58 yesterday to this question:

......and?
And that stands, despite the BBC report to which Zacs refers
Does it? So, the fact that they're being processed by the Cyprian authorities hasn't affected your statement at all?
Aren't they saying the same thing?
Who and what?
Your BBC link and his last paragraph...
I'm not sure. If so then my apologies to NJ. But not to the DM and it's fans ;-)
Bit rude saying 'his'...sorry NJ.

No we can have you apologising to anyone who dares to read the Daily Mail's website and post a thread from it.

This from the dreaded site.

/// We have had an agreement in place with the Republic of Cyprus since 2003 to ensure that the Cypriot authorities take responsibility in circumstances like this,' a ministry statement said.

But as the migrants arrived directly at the base it is not known if they will be covered by the agreement.

The United Nations refugee agency (UNHCR), however, claims Britain is responsible.

It said: 'Under the terms of the MoU signed between the Republic of Cyprus and the UK, asylum seekers arriving directly onto the British Sovereign Base Areas (SBA) are the responsibility of the UK, but they would be granted access to services in the Republic at the cost of the SBA'. ///

Now although the BBC report that the Cyprian authorities have now agreed to process these 'refugees', it has not stated who will finally pick up the bill.

Seems unlikely tho don't it matey?
